I don’t know whether it was ever mentioned in the lore, but I sort of suspect the Thalmor start recruitment at a young age.  Kind of like the Hitler Youth.

Headcanon about Dwemer women. My take: Young women preferred to wear light clothes and didn't get a lot of piercings. The older ones wore more clothes, more status jewelry, and grew beards. The length of the beard determined the social status of a woman and her position in society. Braids were woven from beards and decorated. It was also a sign of maturity and wisdom.
