The percentage is probably also different for different age groups - since the number of quirked people rises with each generation it makes sense that percentage of quirkless people in middle/high school aged children is lover than in adults. So even if we get 5% in Japan it could be 1% for underage ppl. And in a show mainly focused on children and prominent quirked hero/villain characters it makes sense we wouldn't see many other quirkless ones.
I think that Iceland and other low-quirked-percentage countries that exist would become popular destinations for quirkless immigrants (especially if we take fanon hedcannons for bad treatment of quirkless people). And this would lower the percentage even more - indywiduals leaving on their own, parents sending their quirkless children to study abroad, or whole families leaving. Which could result in those countries having their quirkless populations bigger for longer.
Constantly thinking about that one bnha headcanon that the “20% of the population is quirkless” statistic is based on world demographics, and actual quirkless population varies a lot by country. Since quirks first appeared in China and other Asian countries, quirked populations would be highest in those areas, with populations declining the further out you get. So, the actual quirkless population of Japan might be as low or lower than 5%, whereas the quirkless population of the UK, or Iceland might be closer to an even 50%.
This partially explains why Midoriya was the only quirkless person we saw for so long.
