Well I can tell you that this antagonist and their inside man( or should I say woman) are around lunarius level depending on how you look at it. Like they’re more sinister than Bradford but smarter than lunarius. If they wanted an army they could have it if they feel they don’t need one than they don’t need one. And yes some form of magic is at play here

They first meet Eunice when azmuth takes them to his workshop where Eunice lives and is azmuths second assistant. She doesn’t know that she’s a machine and believes she’s fully human.
