As far as he knows, it really doesn't take that long to get from Point A to Point B, wherever they are.
It's just a quick little jog, after all. He has no idea why everyone is so complainy about it taking forever to get from....well, anywhere. Walking/jogging takes way less effort than people seem to think; it's just so simple! But no one wants to get fresh air or see the city, he guesses.
Like, somewhere down the street there's a cafe that makes great bagels, but no one knows what he's talking about because no one bothers to explore.
Before he had his accident, sure; time seemed to be a swamp to struggle through or not there at all, but after the accident it just kinda set itself right. Now he's almost on time for most things!
The Flashes, however, all know about the out of touch speedster that sometimes zooms through Keystone to get bagels from a specific cafe. He's a little odd, always zoned out, and the only one of them he pays any attention to is Bart, and that's only to say hi.

Imagine it's April fool's day and someone, batfam or JL member, wanting to pull a fun harmless prank decides shocking others with a hand buzzer is the perfect way to do that.
Now imagine they pull this prank on Danny. The person with trauma relating to being shocked. It's a shame the person doesn't know that though because they are about to see just how powerful Phantom is.
When the storm finally clams no one is luckily badly injured. Everyone who was there to witness the events, and even those who were only told tales have a newfound healthy amount of fear for Phantom.
