Although she didn't exactly refuse and Ymir eventually chose to leave Historia, she didn't accept it right away. The same way Ymir Fritz didn't take her chance for freedom in her life, and it led for her soul in the afterlife to be eternally enslaved by the holders of the founding titan. Eventually, Historia took the position of being the queen of the walls, she even bore a child even though she was a lesbian baddie.

Both Ymir Fritz and Historia were left unhappy with their past decisions.
