I think that was one thing that we're forgetting. The Herman factor. I think Herman happiness to stay alive despite being blind changed Arizona view of her own situation. That she's alive after all!

This thing with Arizona may confuse her for a while.

Just think about the kind of person she is. “Holding it against” Callie, also included the cheating. And you can see everything on her face at that last second when all she can say is two words.

She realizes that even the cheating, that maybe in some ways felt somewhat justified for her even if horrible (Callie broker her promise, Arizona broke a vow) was also not at all justified. Like the little reasoning that she had to justify her actions is, in her mind, gone. 

So in one second she realizes both, how much Callie loves her, but also how much she hurt Callie unnecessarily.
