His name is Damien Brookes (aka 'Stripes'), and they're a pilot for the UNSC who was in charge of transporting the Reds and Blues from time to time and delivering supplies.

They are always wearing a pair of red tinted aviators and keeps his hair smoothed back. He was the poor soul who delivered Donut, Doc, and Lopez to Chorus, only to find they couldn't leave.

I'm not 100% on the backstory yet, but I'm playing around with his home being destroyed by either the Covenant or the Flood. (Im leaning towards the Flood and making him a lone survivor of a dead planet because that's kind of rad)

They've been in the UNSC for a while, maybe seven years? He was actually a foot soldier before transferring to pilot, but his claim to (very minor) fame is his skill with dogfighting and evasive flight.

They're a big nerd in the sense they love messing with communication devices. They like snooping in on random channels and repairing radios.
