If Jinx killed Silco then there wouldn’t be independence because the deal with the Council was made with Silco, and

If Jinx didn’t kill Silco then he would never have handed her over to Piltover, so the agreement with the Council wouldn’t stand.

She knows the difference between how she feels for Mike and how she fill for will or Dustin or Lucas. Just because she didn't know when she was a 12 year old who grew up in isolation does not mean she doesn't know now that she is 15 years old having lived in the "normal" world for three years. Have you ever seen El trying to kiss the party members? Has she ever called then her boyfriend?
