Crazy theory time but what if this is all planned from the beginning?

Cucurucho knows that Tubbo doesn't give a shit if something happens to him or his projects, he just comes back again to piss him off more. So maybe Fred was there to create a relationship or Cucurucho saw their relationship and decided to exploit it. He knew that the only way to control Tubbo was to control the people he cared about. So the feds created those pictures to give to Quackity to take out Fred so they could swoop in and take control of Tubbo and the situation. We obviously saw Tubbo go to the feds himself to ask for help and probably would have done anything if it meant he could get Fred back.

Purgatory threw a wrench in their plans, but they knew they could still keep Tubbo in line even if Fred was out of the picture entirely. So they either find Fred's dead body or just lie and say he's dead when he's not so Tubbo feels he has no one left except the feds. The only people that even tried to help him find Fred. After that, it's easy to keep him in line or even get him on the happy pills and ensure that he at least has a dependency on them for more.

Ok so
