The velocity tells where the position is. Due to a definitive fact, such as the traveling speed, one can calculate where it will be, thus... The location.
If the question of "what is a particle?" Is asked, it would be subjected to the environment in which it has been placed. Because each and every physical thing in our existence, we reflect or "perceive" is a projection.
This natural observation/understanding is how blind or deaf people still "see" color, or "hear" sound.
It is also why we as a species can continously learn, forget, or change information.
Because any context: past, present and future, are memories. We are constantly expelling energy, outward thus, we live out our thoughts, before we can act upon any of them, with our emotion(s) or "vibrations". We can (inevitably) travel faster than the light that built us, within very few exceptions.
