Overhaul - in contrast to both Nighteye and Shigaraki - is the worst boss. Overhaul recruited these people to do his dirty work, but he then found them unclean because they did what he asked of them. Nighteye took responsibility for the shortcomings of his subordinates and defended them in front of other heroes as a good boss should. Shigaraki encouraged the dreams of his comrades and worked with the League as a member of a team without suppressing their individuality.
Overhaul demanded his underlings cover their faces as a form of dehumanization - a visible demonstration of their value as nothing more than pawns. It is another parallel to All for One. All for One also had a habit of covering the faces of people he suppressed with his hand - Yoichi, Shigaraki, and almost every time he was shown giving/taking a quirk. Though in some ways, Overhaul was more thorough in this dehumanization and obsession with staying out of harms way than All for One. As All for One had at least one follower he never suppressed in this way - Garaki. And All for One under some circumstances was more willing to put his own health and safety at risk to pursue his goals (though to some extent that may have been because he believed he would soon have a new body anyway).
