yeah the hpsc pres (ngl i dont know if shes ever had an official name) is madame sulliman

and the for the witch of the waste, i'm not 100% sure who it's gonna be, but so far i've been messing around with Twice being the witch of the waste cause i thought the blobmen were pretty similar to his quirk

and then i figured the backstory could be that hawks did kill him but then one of his clones managed to stay alive long enough to make a deal with a demon where they keep him alive with magic until he gets his revenge for hawks murdering him

but i hadn't really considered shigaraki until you mentioned it and honestly it's kinda growing on me, i really like the title witch of the waste and how it could connect to his quirk

either way they're trying to find hawks because he murdered twice
