Alright, So I finished the first chapter of Delta Rune and while the game is good, I feel like it's a step down from Undertale.
The new characters do not feel as endearing as the old ones and I think that's because of the changes in combat. Instead of foes and bosses being front and centre, they're instead further back due the drastic change in style. Essentially the change in "Camera" due to the new combat style puts The characters out of focus. Even though Delta Rune's combat system has more depth, Undertale's simple yet unique style feels like it helps to add liveliness to those you fight.
Along with the combat, certain new characters felt too samey as the old ones or not as interesting. Lancer is basically a fusion between Sans and Papyrus. I literally thought he was supposed to Sans when I first saw him. Only new character I actually like is Suzie.
Now unto the story or rather backstory. The story lighteners and darkeners feels like a cliche story about the the balance between good and evil and that only the three chosen ones can save the day. Now compare that to Undertale's backstory: humans and monsters fight, humans win and decide to lock up the monsters in the underground, long time later a human falls down into it. Even though they both have this fairytale feel, Undertale's feels more natural.
All in all, Undertale gave me a better first impression than Delta Rune though my opinion may change when the entire game comes out
