I've been wanting to write this for a little while, but I wanted to do some rewatching and research on the topic again.
This is my view on the topic of who was right, and who was wrong.
My answer? They were both right.
Let me explain:
Tony, after all the damage done that leads to this conflict, wants and does sign the accords. He wants the Avengers to be held accountable for the damages they cause and to have some restrictions so supers can't do anything they want willy nilly. He has the point here. People need rules and structure to avoid anarchy and chaos, to avoid things just ending up a mess.
Steve didn't want to sign the accords because his point was that the avengers couldn't be held down waiting for the green light, not when lives were at stake. His argument is made further when you take in the question of: 'who could actually hold this power?' Hydra invaded SHEILD, the government isn't safe either, and lord knows how corrupt politics are anyway. Hell, after Thanos snapped the government had to go make a consensus. Nobody could hold the avengers when lives were on the line.
Steve and Tony are both right. But they end up also being wrong too.
Tony is blinded by his overwhelming guilt at this point. After all he lost, the new trauma, and dealing with everything, Tony is hyper focused on redemption here. He wants to make up for the things he did, for the people lost in the cross fire. But he ends up not seeing the issues presented to him about signing the accords.
Signing the accords is a problem because, like I talked about with Steve's point, no one can simply have a leash on the heros. If they have to wait then people die, if they are leashed then Hydra would have been pulling the strings. Hydra invaded SHEILD and the government, if they pulled the strings then it's over. Not to mention that the person pushing the accords is General Ross, the man who hunted down Bruce to use him- to make the super soldier serum. General Ross is not an ally, he is a threat.
Steve was also wrong too. Avengers can't have full freedom to do whatever they please. Having powers being used recklessly and causing unnecessary damages to surroundings isn't a good thing. It's a risk to the people he wants to protect.
So Both are right and wrong. Mainly cause this conflict is complex, when you see the risks and factors of why things couldn't work one way or the other. But also remember, this is a conflict created by design too. Zemo had a part to play in this issue. Playing the game just right that would cause the leaders of the avengers to reach a boiling point on the argument that they split.
What I personally feel is that because of the trauma, pain, and exhaustion the two of them were dealing with when the accords were just presented that they were even in a good healthy mindset to even begin dealing with any of it. Both were stressed, dealing with issues on all sides, and couldn't see past the black and white view of absolutes. Steve and Tony were stuck on a chest board as pawns and both were fighting to win. Only we know how this ends up going.

Cause in the end they are still a team, and I don't pick sides of my team- I choose all of them.
As an added part to this post I wanted to share my thoughts on Steve lying to Tony about his parents. It was wrong and unjustified, yes but I'm not talking about that. That is a simple fact. I want to explain my view on Steve's reasoning for this decision: He wanted to protect both friends of his. He wanted to protect Bucky cause he was brainwashed and innocent, he didn't want him hurt or kill for it. He wanted to protect Tony cause already he was traumatized, beaten, and utterly exhausted from so much happening. He didn't want Tony to have another thing on his mind that could potentially cause him to snap a part.
In the end it didn't matter, Tony finds out and everything falls from there. Steve here, from my pov, is the people who have the purest intentions and want the best for us, but end up making decisions that only harm us in the end unintentionally. When we make choice that we think help, but don't.
In conclusion: Do I think one or the other is wrong? No, both are right and wrong for their own reasons- making the answer a more complicated discussion.
Do I think Steve or Tony deserves the bashing they get from either side of the conflict? No. They are fundamentally human characters who wanted to do the right thing but were blinded by their own issues and too twisted and turned to properly communicate things.
Should either one be hated for these choices they made? No. They made the choice they did but in the end worked to fix what had been ripped apart, doing their best to mend that scar. They were adults about it and made up while finally having a more healthier mental state to deal with everything.
Are both still my favorite characters and ship? Fuck yes.
Clint and Tony have been sent on a mission all one their own, determined to be the best fit for the job. Apparently there have been rumors, and enough evidence, to suggest that smugglers were dealing with explosives that contained drugs inside them. When one goes bang the air is filled with such potent drugs, the effects causing severe hallucinations and aggression. The victims under such a disorienting episode are known to lose any recollection of the people around them, turning hostile in seconds due to confusion and fear.
Clint and Tony are assigned to follow a smuggler to a drop off point and crash the party. Once done, take the bombs back to the base for SHIELD to study. They agreed to do it.
Before they set off, Tony has JARVIS set a protocol Incase something goes wrong or backup is needed. Clint leaves a note for everyone, as they are all out for different reasons. They leave, heading out towards the coordinates.
Steve and Natasha just so happen to come back after they leave, finding the note. Natasha instantly becomes alert. The coordinates the two were heading for was dangerous, and the smugglers even worse. It was Hydra doing business with a underground gang, know highly well in the black market community. Clint and Tony were heading to their deaths alone if they didn't go after them.
Steve called the other Avengers.
With Clint and Tony, they arrived at the coordinates. An abandoned factory, what used to be for beer before it was shut down many years ago. Tony uses his scanners to search for any traces of life while cracking a joke. Clint throws one back before finding a clue. Heading deeper into the factory, they never notice the figure behind them. Watching them from the shadows.
Deeper into the place, the two find themselves lost. This place was huge, and there was many places for people to hide. Which is why they got startled by the ambush. Gang members and Hydra goons came out of the shadows, guns popping of in synchronized secession. Tony protected Clint from the on slaught as much as he could, thankful he finished the bubble shield. But it would only hold so long under this constant fire.
Clint took down as many as possible, but each member nocked down was just replaced with three more. They needed backup. Now. JARVIS assured them that it was coming, but they had to last four more minutes. Both swore and continued the fight, counting down the seconds till help arrived.
The shield broke after two minutes, pushing them into running. Clint took pot shots while Tony tried to find a way out that wouldn't cause the building to buckle and crush them all.
One minute later, Tony is shot down with a new EMP. He is forced out of the suit, falling with Clint holding tight to him, and landing hard against the ground. They rolled of a section of scaffolding, their legs getting wrapped up in barbed wire(possible brought their by the gang), and slamming into another scaffolding. Off the ledge above came a large metal beam. Somehow, when it landed on the boys legs, it didn't break them. It did push the wirer deeper, sawing at their flesh, all the while keeping them trapped there.
The pain burned so badly that neither could stop the tears from falling. Both were in pain, and very afraid. They didn't fear death, however, they feared for the team. If they come here with this waiting for them, they could end up like them: about to perish.
They don't die. Not when the roar echoed the factory, stopping the goons moving towards the downed Avengers. A familiar roar. Hulk busted through the ceiling, Thor right behind him. Both were pissed.
Then Captain America and Black Widow arrived too, with Loki and Dr. Strange tagging along. Clint and Tony knew they were safe now. Knew that they would be fine. Cause all the goons and gang members looked like they had shit their pants. Both Clint and Tony passed out.
Apon waking up, Tony felt a pleasant numbness. Like he was floating. Clint was no different, feeling better than he had last he remembered. Both then realized they were in the towers medical, not SHIELD's. Then two people bursted into the room.
Steve and Natasha were pissed, concerned, and frantic. They checked over the both of them, lecturing them harshly for being so reckless and stupid. Clint and Tony winced during it, already feeling bad and progress to feeling worse about all of it. It wasn't till Thor came into the room to stop it, pointing out how it wasn't helping.
Clint and Tony were so happy that the team was okay, and grateful for being alive. But the pain was there, though not the physical kind. They had nearly lead the team to their demise, hadn't prepared enough, and overall just failed at the mission.
The others notice the two's downfall look. Thor immediately tells them that they didn't fail the mission, causing them to look up, and that they had taken down three fourths of the armed goons there. Both are surprised at that.
Clint and Tony are showered in love, affection, and given confirmation on the fact they had done a superb job- that they did all they could and lasted as long as they did. both injured men would deny till the day they died that they hadn't cried during this, felt so vulnerable and open.
As they lay back down to relax neither had anymore unpleasant thoughts burdening them for the moment. It would come back, yes, but in that moment they were feeling a lot better than they had.
Then later came... They were benched for three weeks due to their legs being shredded as bad as it was and the other injuries needing more time to heal. Clint and Tony ended up being really bored due ng those three weeks... And we all know how it goes.
...They spent those three weeks making out with each other, officially hooking up at the end of the second week. It was obvious.

(Loki didn't answer, not even appearing to hear Tony at all. Sharing a look with Clint he tries once more. Still, Loki doesn't answer. Clint walked carefully into Loki's field of vision before getting closer, then he gently taps on the mage when he still doesn't seem to notice him. Loki startles.)
Clint: Sorry! Sorry, didn't mean to make you jump. Just wanted to know if your okay?
Loki: *Confused* I... I am fine, really. But what made you think I wasn't?
Tony: *Walking over* You were staring out the window at nothing with a look. We thought you had something on your mind that was bothering you.
(Loki paused, considered it, then blushed slightly in embarrassment.)
Loki: *voice slightly quieter* I was trying to remember what I forgot, that I was supposed to remember, but I can't remember. My head feels... Full. Yet, it feels full but also feels like it's empty. Different things seem to be too much right now, things are louder without any logical reason, and I just can't seem to start any of my tasks. I can barely focus on getting these words out coherently.
(Clint and Tony turned to one another, a rapid and clear conversation passing within seconds by mere eye contact. Tony faces Loki and asks him a question.)
Tony: Loki, I think I might have a clue what is wrong but I need to ask what might seem to be a random question. Is it ever hard for you to sit completely still? Like, without fidgeting at all?
Loki: *head tilt* People can actually sit like that?
(Tony and Clint recommend Loki to take a few tests in order to confirm their suspicions. It didn't take much to confirm that Loki in fact had ADHD like them.)
(Finding out he had ADHD, Loki found a few answers for things he would do in the past. The emotional dysregulation, anger issues, body dysmorphia, and ect, made a lot of Loki's past more easier to understand why he did things the way he did. It also probably didn't help that his family was already dysfunctional as it was.)
Loki:... Up side is, I now know I have potentially MORE power if I am able to manage my disorder! I maybe unstoppable now! Villains shall face my fury!!!!
