Lol maybe sutekh is the one making it snow around Ruby to try and make them more invested about finding Ruby's mum. He just wanted them to speed up their investigation so he threw in some spooky snow
That's Sutekh's influence. He doesn't want Ruby to die, otherwise he can't find out about her mother, something he obviously was very interested in. Therefore, he's using his power to try to discourage Maestro, without making himself obvious.

Sutekh: Rule a universe free of what he considers monstrosities, and ultimate vengeance on those who imprisoned him
Also, the villain's reasoning doesn't always have to be foolproof. It's why they're the villains. They shouldn't have perfect logic.
i think ive said it before, but i truly dont understand the goals of villains whos entire goal is to kill every living thing in one way or another, especially when the ones that are whole societies are anti-individuality, and therefore entirely monotonous. like... if they succeed, what do they do after? what do you do when everything is dead? what do you do when theres only one group left, and you all dont do anything BUT the thing you can no longer do?
like i feel like its meant to be commentary or a metaphor somehow but it falls flat to me. like yeah we had something similar in real life but at least they had a vague idea of what would happen after
You know what? I'm going to explain this. That's not a 'new' TARDIS. That is the future TARDIS, from when Fourteen regenerated. Sutekh just got sent back to this moment.
So if Sutekh really just clung to the Tardis this whole entire time...

tbh i dont think the finale was as complicated as everyone makes it out to be. sutekh is a viewer, just like us. hes obsessed with the "mystery". ruby's mum isn't the reason it snows, or the reason that christmas eve 2004 is "raw and open" and keeps changing. its sutekhs obsession. he gave that night its importance by building it up and obsessing over the answer to the one question he couldnt find, in the same way that we did. we gave rubys abandonment its huge significance with all our theories and our desperate need to understand. in a way, we are sutekh. voyeurs of a deeply personal moment that we never had any right to. building ruby into a mystery when shes really just a person. shes special because we believe she is. time is memory.
