While Leliana is obviously a spymaster, Josephine can and will destroy someone's reputation with nothing but a glove planted somewhere compromising. And Cullen? Is really cagey about his time as a templar. Even the Inquisitor is a fraud. Willingly or not, you gain an army because people believe that you are the Herald of Andraste. Which is patently false.
