I don't really have the best advice, but what I do is start something (you don't need to be happy with it) and then step away to come back and keep trying. I repeat this several times for some projects. This might get you out of that rut you're in.

How do people just create art? Every time I try, I just become so frustrated, because I have an idea in my brain that my hands just can't replicate.

I want the process of making art to be fun, but that disconnect is making it pretty difficult to enjoy it to its fullest.
