Hermes is not only used to Orpheus' personality because he's known him so long. It's because the story keeps repeating. Hermes keeps retelling it. So when Euridyce asks if Orpheus is always like that, and he says yes, he means that every single time, he repeats his actions: he falls for Euridyce, he goes after her in the underworld, he looks back...and Hermes can't stop it.
