I don't understand people interpreting Silco's line "You're perfect" as something sweet and kind toward Jinx.

It isn't an affirmation of Jinx personhood, it's a last wish to stunt it.

As we see with Viktor (often compared to Silco.. ), perfection is stagnation. It's even akin to the death of self.

It's unnatural and wrong.

Silco has always wanted Jinx to be Jinx and never powder, never someone else. Never someone he cannot understand nor see himself in.

When Silco said you're perfect, he asked her to never change.
