The Capitol obviously wasn’t thrilled when this happened and even less so when the districts saw it as an act defiance towards the Capitol and started rebelling and thus the Rebellion was sparked and soon after Katniss Everdeen became the face of it (even though she all she wanted was to save her sister and keep Peeta alive) and the Mockingjay was born.
