Bart Allen is a character that is so often badly characterized that most people out there have no idea what he’s like. He’s constantly characterized as essentially a 7-year-old, and was even believed by some fans to be only 10-years-old to 12-years-old when his solo started. This is not the case, as while he arrived as a 12-year-old at the very beginning of his first appearance, his struggle was that he aged rapidly, meaning that by the end of that fiasco, his age settled at the age of 15-years-old.
This isn’t even close to the only misconception about Mister Bartholomew Henry Allen the second. As due to later writers consistently infantilizing this once magnificent representation of a teenager with ADHD, that had fun dynamics as a fish out of water, his original personality is something that many Bart Allen fans wish would come back from the war once again. It was what allowed Bart to be an initially popular character, that had a decently lasting solo series, that was eventually slowly killed by bad characterization and infantilization.
Heck, it’s hard to begin to know where to start since there’s so many misconceptions about what was intended by his creator. I’m going to do my best, though, as I am one of those many that wish for Bart’s original characterization to come back. He’s not a hyper little boy as people think (Again, he was never 10-years-old. They just didn’t care to draw him properly when he returned. And his return panel is so widely shared these days). He’s actually the most teenagery teenager that’s ever existed.
So I’m going to start with the first issue of his solo series and go from there. I’m using the first ten issues of his solo as my line of research, since by then his characterization is readily fleshed out, and you can understand a lot of his true depth.

Instead of Bart being saved and sent to the past by Meloni and Iris, he instead stays in the future and under the rule of President Thawne.
He is then basically groomed and made into a super-soldier/mercenary for the government along side Thad (who is Barts' twin and not a clone). The two grow up in VR together and the simulation basically trained them to be said soldiers.
Then they two get sent back in time by President Thawne to kill Wally - who is their father, because we don't have Barry.
In the end, the two have a redemption arc and end up helping Wally while still having the skills and mindset of children who were groomed into soldiers.

The reason Bart and Thad grow up together in VR is to create a sense of only having each other. They won't be loyal to Thawne, only to each other simply because they are the only ones they've ever known. The lack of human contact in Barts' backstory always seemed weird to me, since it wasn't really explored, so having the two of them will allow them to still have the sense of humanity.
The ageing problem: For those unaware, Bart experienced rapid ageing dur to the speed force and was only able to start ageing normally when Wally fixed him. This gets changed to the scientist fixing them, but after a longer time - so Bart and Thad are both ~15-16 when they go to the past instead of being 12-15.
Wally being their dad is so they have more of a connection (also I think It'd be really cool if Wally didn't know and Bart and Thad used it against him once he found out). Also because, again, there is no Barry.
Lastly, the whole VR thing. I always found it weird that the VR was like a weird game/fever dream. Like, why would the government spend so much money and time on a child to get nothing out of it? So, having the VR actually be more similar to something like Elden Ring or Skyrim where it's opened world and they can talk to whoever - but they have to fight a bunch of big bads. It'll also be really intreating to explore the lack of care for other human life because they wouldn't realise that people aren't just code until later. (murder twins, and when Wally gets mad at them they get confused because they simply don't understand)
Uhhh... yeah. Bart and Thad being brother and child soldiers for the government sent back in time to kill their father is something I'd like to see.
(I just want to explore the consequences of children being raised in VR and not being socially conditioned properly... man, I have issues).
I like the idea of Bart being weirdly tall. Like, not Amazon or Kryptonian tall, just like a tall human while the rest of the speedster are average height or shorter.
I like to think he gets it from his mum :)

People reblogging one of my Bart posts but it’s one of my most vague posts on him lol So I wanted to make a more indepth post if people actually are interested. And I’m going off the characterization his creator wrote for him, as it wasn’t very long for him till he was flanderized and not nearly as recognizable.
OTHER IMPORTANT THINGS ABOUT BART:
He is not a little rain of sunshine, and can be prone to getting into fights or scrapes with other kids. He is a teenager, who indeed, has teenage angst. Look at him go!
Yes, he even cusses! Sometimes in our modern English language, sometimes in future language.
He is not freaking 8–in the beginning of his solo he was 14 to 15 years old, and he hangs out with people his own age and an old guy. Writing him like he’s an elementary school student, can sometimes be genuinely offensive simply because it comes from his ADHD and people misunderstanding what it’s like–
Bart is NOT the biologically youngest member of Young Justice, and is older than both Tim and Greta (or at least I’m pretty sure in Greta’s case. I am 100% sure in Tim’s case.)
While Bart is primarily calm, he is prone to having fits like any other teenager, and can became a genuine brat. But it isn’t like he’s constantly having a fit. He’s just a teenager.
And while he’s not as hyper as people believe, he just has super speed, and like any average person, will get excited about things he finds cool, so he’ll speed around, he does zone out a lot, and have day dreams.
He is more of an introvert and does not enjoy popularity too much when he achieves it. He prefers being by himself or a small group of friends.
This teen has stolen cars, and it takes him a while to realize the hard way that life isn’t like the video games he grew up in.

No, there is nothing important about it, I just thought it was really funny, and it reminded me of how Dick has worn Batman boxers before. That is all.
There are times where he can seem distant, because he’s very much a person stuck in his own head a lot of the time, but he genuinely really is a sweet, caring, helpful kid. It just sometimes take him a while to remember that.
He doesn’t actually talk that much in most situations. He has a smart ass remark every now and again, but he actually has very few words to say a lot of times unless he’s around someone he’s more comfortable being around like his friends or family.
Bart isn’t actually the shortest member of Young Justice, he was the same height as Tim and Cassie, and despite the latest Young Justice series written by Bendis suggests otherwise–Bart as an adult (which he is currently 19-years-old) is 5 foot 11, and even bigger than Wally, meaning he grows to be one of the taller members. So he gets a growth spurt more like Cassie, and less like Tim. The art is his solo was just stylized to be more cartoony, while others played more to 90s stereotypical art, or realism.
Inertia never lived with him. Most people are aware of that and just like to play with AUs, which is just fine, but some people aren’t aware of that lol.
Bart does have crushes on girls/women, and has since his very early days. Though, he doesn’t want to date his best friend, who is a girl. I’m mainly just saying this–because people like to infantilize him just because he has ADHD and choose to have him still act like girl’s are gross. When–he’s canonically had sex before. (Though he was an adult at the time, for the record.)
This isn’t the only example, but it’s the only one I have screenshotted. Other ones are way more obvious to the point Bart has hearts around his head.
He thinks more with pictures and scenes that play out, rather than words.
