What does Megatron mean by Starscream has his little pets?

Canon-wise, I think it was in Armada that Starscream befriended a few humans in between defecting and other plots. (It may have happened in other continuities as well )

Headcannon-wise, I've always pictured that, despite everything, Starscream is still a scientist/explorer first. When presented with a strange little planet and it's sentient life forms instead of writing them off with disgust he would be curious and want to observe them closer. It's not too far off to assume that he would eventually meet some acquaintances and later possibly become friends with them.

Megatrons comment about "Starscream's little pets" is a bit of a jab because despite Starscream thinking his visits with the humans are well hidden both Soundwave and Megatron know. (They allow to continue because Starscream is generally less backstabby afterwards)

Megatron's particular phrasing is because he can't appear to be going soft in front of his subordinates.

(not that soundwave can judge, everyone knows all of his shore-leave consists of hanging out with elephants and collecting loose children [Soundwave would argue that at least he waits until his designated leave time])

Where's the fic where Megatron shows up to a secluded mining town intending to take over (harvest the coal for energon, cause general mayhem, destroy the place as he leaves so the autobots can't use it later[ya know, the usual]) but before he can do that he notices the similarities to his previous occupation and how bad the working conditions are and just goes "no, I'm fixing this"

He gets rid of the previous management and sets up a fair labor deal with the workers to send the coal to the decepticons in exchange for proper payment, supplies, and use of cybertronian technology to improve safety standards.

Megatron makes sorta vauge threats about staying loyal/the consequences of engaging with autobots but the humans don't mind because most of his visits to "ensure they are staying true to their word" ends up with him at someone's house having a quiet conversation late into the night about politics and workers rights.

Late at night when Soundwave encounters Megatron slipping back onto the nemesis:

"Soundwave: has query"

"Don't start. Starscream has his little pets, I am allowed this"

Megatron to the humans: *Krog voice* hey man, wanna join my revolution?

If requests are still open how does a sorta feral, beat all to hell Jazz sound? Like, he's on mission and for the life of him he's *going* to finish it and he's *going* to make it out alive. He'll clutch his splitting spark casing in one hand and shoot with the other because *he's going to make it out alive today, the afterspark be damned*.
