Okay, listen, because this is like hella important:
Jason Todd dies when he's still a young robin, he gets yeeted into the dirty regen bath and returns with a vengence that just hits different
Bart Allen dies as Impulse, Flash, and Kid Flash (I'll explain those in a bit) and comes back then continues to pretend like nothing happened, cause he doesn't wanna talk about it. He never does, that's just him.
So These two are already like peas in a pod-ish, but I feel like they'd have this amazing dynamic.
Bart likes to talk a lot, Jay is pretty sassy and quick to comment but not too talkative, so I feel like they'd have good discussions. Plus, Jay loves liturature and Bart is a stickler for facts about lit and science. They'd have plenty of intellectual conversations.
Jason would see past Bart's persona facade pretty easy, Bart feels more comfortable around him cause they've been through similar stuff and it takes a while but they help each other open up.
Bart would be a great outsider. He's a time anomaly, angsty speedster with way too much internalised pain from all his experiences. (Yj really didn't do him justice, pun intended) Also, he's a great drawer.

The Flash: The Fastest Man Alive (2006) #1
So, while I agree with you that the fandom often writes Bart a tad bit to extremely ooc, I don't think using his early days in the Impulse comics is a good indicator of this. He went through a lot of character growth just in those comics alone, not to mention in the 2003 Teen Titans.
Of course! I’ve been talking a lot more recently on his early days because I’ve been re-reading all the impulse comics. He goes through a lot and he comes out on top, that at least never changes.
I don’t mind most fandom written versions of him, actually. I think the people out there that focus on Bart, staying true to his character while also expanding who he is is a great thing! Heck, I have plenty of my own headcanons on him, as you could probably tell from my… everything on my page. Haha 😅
Impulse comics and everything throughout was definitely his peak nearing the end of his series, even the issues of him taking on the Flash mantle and learning what it is about the legacy. (He’s not impressed and I don’t blame him). I just wish they’d let him have good relations in his life more, friends and family, without making them leave his life abruptly and almost as soon as he gets that close to them. It’s happened. Every. Time.
As for the 2003 edition of Titans, he’s definitely different and adverse from his earlier years, that’s for sure. And perhaps the writers at DC went a bit OOC too with his change of costume, and the whole fiasco about “curing” his autism- totally WRONG and UGH. I guess I like a lot of his aspects in it but those ones feel like a different character. Yeah, everyone grows up at some point, but it’s one thing to develop and another thing to rewrite them.
It’s funny, the way I imagine JayBart working. They aren’t one of those cute couples/friendships who get each other gifts and shower with affection. No, they call each other assholes and get into arguments about seemingly nothing, they find pleasure in each others discomfort and even more so if they are the ones to cause it. They fight over the remote and kick each other off the couch, chase each other around when the other goes to far with the playful taunts. Point out each others weaknesses but know when to call it quits. They aren’t cute or fluffy or something to coo at, they’re so much better than that. They’re just two people with asshole/sarcastic personalities that trust each other and will most likely wrestle on the living room floor in their form or affection.

OKAY CRACKHEADS, I KNOW Y'ALL SAW MY POST THE OTHER DAY ABOUT THE BART FIC COMING UP THAT'S VITAL TO MY HAPPINESS, AND I'M HERE TO UPDATE YOU ON DETAILS AND FIRST CHAPTER SHOULD BE UP BY TONIGHT STAY TUNED.
Basically my idea in the 3 AM notes was a teenage Bart Allen being just an absolute havoc to Central City and being brought into the station after doin' teenage dilinquent (but not really) stuff. The steriotypical spray painting stuff, skateboarding places he shouldn't, breaking into government property out of sheer boredom. That kinda stuff. Barry being absolutely fed up with him (ANGST) but it's also like a wholesome Bart is in the Rogues family. (Hartley and David are texting back and fourth like "Bart's in the station again" and "omw kiss emoji", classics like that.)
So feral sarcastic Bart + the rogues, featuring Barry being absent in Bart's life like usual and Wally is still an asshole.
Hartley and Cold are together, and I'm working it out to where Hart is still in the rogues and he was on board all along, not just to backstab them. Bart having a relationship with his brothers, Thad and Owen, and him subtly shielding the rogues when needed so they aren't caught by Flash.
Wally and Linda are together, obvi, Barry and Iris, a given. Maybe work in some ships with the rogues. I Hope y'all enjoy this trope as much as I've loved writing a bunch of these scenes.

Tim: Has a separate cart and getting the groceries, pretending to not know them
