No, he didn't. It's an anime only addition to make him more sympathetic.
It's very clear that the entire title change was driven by a pro-Endeavor agenda. Someone up high in Bones really wanted to say that it's everyone's "I'M HERE" moment rather than Todoroki Shoto Rising.
When the entire point is that the Todoroki family climax is not only a tragedy, but the way Enji and Rei are scrambling last minute everyone outside also at danger.
Shoto is the only one who can prevent the mass annihilation, because HE WAS THERE - there for Rei to save her from the hospital, there for Iida to save him from Stain and inspire him to become the kind of person who'll carry him at transonic speeds, there to fight Toya in Enji's place, there to train Phosphor so he could counter Touya without harming him.
It's Shoto's "I'M HERE" as he becomes a hero to reassure strangers and bring salvation to the family. It's everything he worked for coming together - that's why it is his RISING.
But Bones management tried to take it away from him and make it a watered down "everyone is here, everyone is cool" kind of moment and many fans sadly bought it.
But I think the animation team did a respectable job in 10 mins to try to make sense of the story as much as they could.

"You know what your problem is?" Enji says not looking up at Hawks, continuing looking over some papers on his desk.
Hawks perks up looking over at Endeavor surprised he even answered but very interested in what he was gonna say.
"You're pretty so no one has ever told you to shut your damn mouth." He still didn't look up from the stack of paperwork on his desk
There's a moment of silence, Endeavor doesn't look over at Hawks but he can practically hear the smirk and feel the build up of the stupid thing Hawks is about to day.
"Aw Endeavor ... you think I'm pretty"
And there is it. Endeavor doesn't reply, doesn't grunt, doesn't glance up at Hawks. Just finishes up his last few papers Ignoring the number 2 hero
Hawks gets up, tired of being ignored and walks over to the flame heros desk. Sitting on the edge of it, crossing his legs, putting his elbow on his leg and chin in his hand as he looks down at Endeavor
"Ya know, you're not too bad yourself number 1" Hawks basically purrs out in a tone of voice Endeavor liked way to much
Enji looks up at Hawks, right into percing golden eyes
"Is that so"
They stand there like a part of Todorokis family
Chapter 303 - Top Three
I agree with dabi and hawks not being as hot as people think they are
The second question is hard because what classifies as a major character atp? There's a lot of "major" characters I would remove because they were under utilized (midnight, nighteye, spinner), but I don't want to remove them because I think Horikoshi should have used them better. I'll say that we make Endeavor's pov less important, but not remove him entirely. I think there should be more focus on Touya, Shoto, and the public's reactions to Endeavor instead of focusing so much on how Endeavor feels.
For the third question, as much as I adore him, I'm killing All Might. Not at the beginning, but I think he maybe should have died at Kamino or soon after. There are a lot of post-Kamino scenes with All Might that are really beautiful, many of them are my favorite scenes. However, for Deku's development, I think All Might should have died. That would make the stakes higher as AFO would immediately be out to kill Midoriya. Also, I think it would have been interesting to see Midoriya struggle to learn about the other OFA users. It would make the scene where he finally gets to speak to them so much more impactful (not saying it wasn't impactful, but it could have been even cooler than it was!!) Plus, that way Deku would get to see All Might again within OFA, and All Might would be able to see how much Deku developed despite his death. This would further solidify in his mind that Deku was the correct person to carry on the torch of OFA.
At the same time, I really like the fact that Toshinori lived. It directly contrasts his own teenage years where he had to watch Nana die and learn to control OFA on his own, and I'm pretty sure that was Horikoshi's intention. But still, the idea of Deku having to figure things out on his own is much more appealing to me personally. That's one of the reasons I wish we got a spin-off about All Might's early days, so we can watch him navigate life without his mentor. I've been saying for YEARS that I wish All Might died in the earlier seasons because it would make Deku more interesting. It would also provide EVEN MORE REASON for Deku to tell Bakugo about OFA, as he would seriously need some support, both emotionally and with controlling the quirk. I think it could also provide some good scenes where Bakugo, Todoroki, and/or Aizawa notices that Deku is taking All Might's death in an abnormal way, and not in the way of a fanboy or student. (I would have loved more Aizawa-Izuku teaching moments, where Aizawa realizes that Deku is way more than he originally thought and he has to figure out how to teach him to use his quirk(s) more effectively.

Dabi, I'm telling you a lot of the scenes I have seen some people get hot over... I was just not one of them.
He's just like one of those characters to me that I get his appeal and I do think he's cool. But he's also that kind of character that while attractive, that's really what people choose to emphasize and crank up to 11 to the point it's like "... is that all"?
Hawks, too, really.

Ooh, I don't know actually. I feel like each character had some significance whether you hate them or like them. Like, in terms of what they do to impact the story.
I can't really think of a major-major character I would remove.

Hm... okay, just like the previous question I really don't have a definite answer.
I think what it is that as a whole for the cast, I do enjoy the characters. However, for some major characters I don't hate them enough that their existence bothers me enough that I would think they warrant a "they should die" from me.

I was just wondering if by chapter 298, anyone started liking characters that maybe they didn’t like before? (even if you just like this character more now!)
Here are my three in no particular order:

honestly my favorite part about the whole endeavor “atonement” arc is that we as the audience KNOW that there’s nothing he can do to properly atone for the things he’s done to his family.
the scars from endeavor’s abuse will forever be ingrained in the todorokis, no matter how hard they try to move on from it (and not everyone wants to move on, either). we’re constantly hit with reminders of endeavor’s actions throughout the story- heck, even right in the middle of his whole “atonement” arc, we get another flashback that goes more in depth on the abuse and neglect that the family has suffered because of him. we even get more details on how his marriage with rei began, along with the buildup that lead to rei’s horrible mental state. it’s like although endeavor is trying to correct himself, the show doesn’t want us to forget about the things he has done, and i can appreciate that. i’m sure even endeavor is aware that no matter how hard he tries, there’s not much he can do to fix the past.
him trying to correct himself after becoming the number one hero is kind of the point, because there’s nothing else left to distract him from the weight of his actions. there is no more all might for him to chase, and there’s really no point in trying to become the next symbol of peace because of the impossibly high standards that were left behind in all might’s place. now all endeavor can do is look back and see all the damage that he’s caused, all in exchange for some dream that he will never be able to fulfill.
its ironic, really. he’s been trying for decades to match all might’s power, but is left powerless when it comes to mending his relationship with his family. the past can never go away, and all he can really do is make sure it doesn’t happen again.

I lowkey kinda hate Endeavor's repentance arc. Not because I don't want to see an abusive character get better, I actually think it's incredibly important to show that people like this are capable of change but that does not inherently mean that you have to forgive them, I hate it because this shouldn't have been the wake-up call.
The wake-up call to all the damage he'd done shouldn't have been when he got what he wanted and realized that it isn't as fulfilling as he thought it be, leading to him reflecting on everything he's done to get there. No, it should've been when his eldest son "died" due to his ambition. He should've figured out just how much damage he was doing when Touya burned himself alive just to become his "perfect progeny" so that he could be "loved" by Endeavor again (he thought Touya was what he was looking for until he actually devolved his quirk and the drawback was discovered). The accident wouldn't have even happened if Endeavor had bothered to properly teach him how to turn off the fire!
To add another layer of how much Endeavor not bothering to reflect on what he's done after Touya's "death", Touya would've likely come back. It's revealed that Touya visited the Todoroki house to see how things had changed after his death, and what made him decided to continue on the war path and become Dabi was that everything was still the same. The only difference is that there was now an altar to morn him, everything else remained the same. If Touya had seen that things had changed after his death, that Endeavor worked to become better because of the tragedy, then maybe he would've stayed. Maybe he would've revealed he was alive and they could've been a family again. Don't know if they could ever be a "happy" or "healthy" family, considering everything around Endeavor and Rei getting married and the nature of Shoto's birth, but they most certainly could've been a family. One that would've stayed together, one with their mother not in a mental hospital, one that could maybe one day become proud to say that Endeavor was their father instead of refusing to his fire out of a strong desire to never be like him. But nope! Endeavor only realized how destructive he was to his own family when his youngest was 16 and "2"/4 of his children were adults (1/4 is "dead" and 1/4 is still a minor), far too late to undo any of the damage he's done. Too little, too late.

The Todoroki family wouldn’t have existed if Endeavor wasn’t selfish. If he hadn’t wanted to become number one and needed a child to pass that on to, he wouldn’t have married or had kids with Rei. The children never would have existed. It’s possible that Enji and Rei just never would have met.
