I think we should try taking a closer look at where she came from to understand what her state of mind was back then.
Susie isn’t from Hometown.
Wherever she was from, she was not treated well.
And, upon coming to Hometown…things weren’t much better.
In Hometown, Susie is
Chronically underfed
Likely homeless
Hated by most of her classmates
Close to being expelled and losing her last tether to a normal life
Susie was at the very, very end of her rope at the beginning of Chapter 1.

People have a very consistent habit of completely forgetting Ralsei's existence.
Maybe he even forgets it himself sometimes.
Queen often outright ignores him...
Noelle doesn't usually acknowledge him, though she's usually very polite and friendly...
And it's not like she can't see him - she sees him get into the teacup with Susie and Kris...
...and realizes he's standing in front of her at one point.
She even wonders who he is...
...but, strangely, never asks him his name or talks to him when she gets the chance.
Even Susie, who is generally very good about remembering him...
...sometimes just forgets he's there.
(even squashing Ralsei and walking over him on her way to ask Kris if they missed her)
Strangely, Ralsei doesn't seem to mind this.
But there is one exception: when he finally puts his foot down to stop the Roaring.
Suddenly he's got everyone's attention:
Susie gives him a concerned look, Noelle notices him, and he completely cows Berdly, which might be a first for the whole cast.
Even Queen reels from what he says.
This leads me to believe that the reason people ignore Ralsei isn't from some sinister magic thing.
It's because he usually doesn't take a stand for his own existence.
He's so wrapped up in his "purpose" that he doesn't allow himself to have an identity.
Even to Ralsei, "Ralsei" barely exists.
And although people don't intend to, sometimes that means he winds up forgotten when he's standing right next to them.
I think the reason Ralsei doesn't turn to stone in other dark worlds might not be because he's created by the Grand Fountain. I think...
...It's because belonging is at the very core of who he is. Kris wants more than almost anything else to belong, to fit in and not be an outcast. But to do that, they would have to discard everything that makes them themself. Ralsei is what Kris wants to be, but not in the way you might think. Kris wants to belong, and Ralsei is who they would have to be in order to belong.
He's a goat, like the rest of Kris's family. He's smart, polite, helpful, does whatever you ask him, and lets you walk all over him. He doesn't treat himself like a person. Everyone's always asking, why can't you be more like your brother? And now you are. And that's what Ralsei is.
The people in the light world would take him for granted, just assume he's happy, and not wonder how he really feels. Fortunately, however, Ralsei's friends are Kris and Susie. They're not like the rest of hometown. They just want him to be himself and learn and grow with them. They just want to be his friends.
Let me be clear: Ralsei is his own person. He's only just starting to figure out who he is, beyond what I've described above.
I just hope we can be friends with everyone some day.
Kris and Asriel but dressed as Marlo and Yawzee from Super Smashing Fighters
Don't Forget - Games aren't real!
it is canon that:
Noelle would mercilessly grind her Catz to get the right combination, eliminating all Catz that strayed from her path
Noelle has a morbid curiosity, and it gives her the determination to see scary and messed up things, like videogame creepypastas, despite her emotional response to cry and fear
I conclude that:
Noelle could complete an Undertale No Mercy route
Noelle would stream her No Mercy Playthrough and be an instant hit, because everytime someone dies, Noelle spends 5 minutes grieving the person she just killed
Yes. And I’d argue they know Kris better than we do.
What little we know about Kris often comes because one of their friends makes an observation about what they’re doing or saying.
Susie, Ralsei, and Noelle can see every face Kris makes and hear every word they say. We can’t. We only know when one of them points it out.

So I was wondering why Susie would think Toriel would have handcuffs just lying around in her kitchen drawer…
…but I remembered, Toriel used to be married to the town Police Chief.
That could explain why Susie is so nervous and formal around Toriel. How does one even conduct themselves in the home of a Police Chief’s wife?
Susie seems a little wary of being told to drop and do pushups or something.
At the same time, she likes Toriel quite a lot. Toriel seems to have left a strong, positive impression on Susie at some point.
Toriel and Susie met a long time ago, and don’t seem to have met since.
Susie remembers her from back then, but Toriel doesn’t remember Susie - she only knows who Susie is because Alphys talks about her.
It’s possible that Toriel might have helped a much younger Susie out of a bind with the Hometown police at some point, as the wife of the Police Chief at the time. Maybe she was found as a runaway from a nearby town?
Twice now, Ralsei pulls Kris aside and asks them to think about what Susie’s doing.
People have theorized this is to “get alone time away from the Player”, but I think he actually does this because he’s trying to communicate something about Susie to Kris.
“Astral Projection”?
Both Kris and Ralsei act like they’re viewing/have viewed Susie’s scenes.
In Chapter 2, Ralsei is alright with Kris not viewing Susie’s scene if they’re not interested.
If doing the Snowgrave route, Kris will skip Susie’s scene by themself, and Ralsei, after initially being flustered, will say, “As long as Susie’s happy”.
So that’s why - what?

Far-Too-Optimistic Theory: Alphys is trying to look out for Susie.
So we know that Alphys was bullshitting us when she pretended not to know who stole the chalk in Chapter 1…
…since apparently she and Toriel have discussed this habit of hers.
In Chapter 1, Alphys seems to hope Susie will give it back on her own at first…
Then violates the Geneva Convention in an effort to get Susie to confess to save her classmates (this Did Not Work)…
…and in the end, Alphys just asks Susie to go get some more, apparently because she “came in last”.
Still, Alphys doesn’t out Susie as the one who took it. How come?
If Susie gets caught taking supplies, she might get expelled! She’s on her last chance.
So, does Alphys care about her?

Kris...?
Without eye highlights...
While it's...cute? in fanart to see Kris go up and hug Susie, in canon, when Kris is moving on their own to sit next to her, they always give her space.
(Measuring tape for social distancing added for emphasis)
And the one time Kris (jokingly?) asked her for a hug/to share her jacket, they asked, they didn't glomp her.
They immediately smile at her ribbing a moment later, showing that they're not bothered by the refusal.
In fact, any time they've gotten physically close, it's because Susie approached Kris.
Which Kris seems to be perfectly alright with; she's their best friend and Kris does seem to want to be close to her, since they ask her for a hug after the Spamton fight.
My point is, Kris deliberately gives her space when it's up to them how close to get to her. Not only are they respectful of her boundaries, Kris seems to want Susie to bridge that physical gap herself.
If they hug, Susie's probably going to be the one to do it first.
There will BE no friendship. (And yes I'm still not dead and still have intents on coming back here)
Is it actually possible for people to respect the idea that I’m just not personally impressed with Berdly as a person right now?
I’m not a fan of how he interrupts Noelle constantly, how he spent most of chapter 2 putting Kris and Susie down and call them stupid to their faces, just to turn around and relationship-zone Susie after she turns out to be cool, trying to get her alone constantly and then trick her into giving him a kiss.
He’s going to have to treat Kris, Noelle, and Susie with some actual, non-crush-related respect, as people, before I’m going to consider liking him. That doesn’t mean I want him dead or don’t acknowledge that he values Noelle.
This is not a character everyone has to like or it’s immoral somehow or you get to call them stupid for not liking him. Stop sending me fanboy asks trying to covert me Green Eggs and Ham style.
What part of “there’s nothing wrong with him, he’s just annoying” makes people think harassing them into liking him is okay?
Finally, someone talked about Ralsei and Susie's friendship! Compared to Susie and Kris, their friendship may seem subtle to the point of overlooked but it makes all the difference once you notice it!
Something I like about Susie and Ralsei's friendship...he's not afraid to get mad at her.
Her, a Lightner, and furthermore, a hero of prophecy.
And what's better is that this is how Susie wants it.
Ralsei handed her the opportunity to treat him like a servant on a silver platter, and she rejected it wholesale.
And alongside being able to get mad at her, he acknowledges she has faults...
...but he appreciates her as a person. She's actively teaching him that it's okay to have faults, and that you can still like someone who has faults.
Susie is trying hard to have an equal relationship with someone who was inclined to be worshipful of her, and it's working - and both of them are better off for it.
